Introduction
Whether motivated by the desire to protect the Earth through energy conservation and carbon reduction, or driven by health considerations in the post-pandemic era, an increasing number of people are opting for cycling as a mode of transportation for commuting and leisure activities all over the world. However, according to research conducted by the World Health Organization (WHO), traffic accidents involving two-wheeled vehicles have surged to unprecedented levels in recent years. Regulation Overview
The European Union has enacted the General Safety Regulation (GSR) 2019/2144, which requires that new large vehicles be equipped with Blind Spot Information Systems (BSIS) to detect Vulnerable Road Users (VRUs), including pedestrians and cyclists. Additionally, the European Union has currently issued three regulations regarding blind spot monitoring, which are UN ECE R151, UN ECE R158, and UN ECE R159. These three regulations became mandatory on July 6,2022.
  • UN ECE R151: Blind Spot Information System (BSIS), means a system installed on a truck to inform the driver of a possible collision with a bicycle near the side. It is obvious to use such assistance systems for avoiding accidents between turning trucks and cyclists.
  • UN ECE R158: Rear Visibility System monitors blind spots when reversing.
  • UN ECE R159: Moving Off Information System (MOIS), means a system to detect and inform the driver of the presence of pedestrians and cyclists in the close-proximity forward blind-spot of the vehicle

Beyond Europe, regions such as North America and Asia are also prioritizing vehicle safety enhancements. The U.S. National Highway Traffic Safety Administration (NHTSA) encourages fleet operators to integrate camera-based solutions to minimize blind spots and improve on-road safety. Meanwhile, Japan National Agency for Automotive Safety & Victims' Aid (NASVA) mandates blind spot detection systems for trucks over 8 tons, offering tax reductions and installation subsidies to promote road safety.
